Gregory Francis provides and executes market access strategies involving development of partnerships, acquisition of licences, network interconnection rights, spectrum assignments, and government relations. Active in trade associations and policy fora in Europe, Africa, and the Middle East, Gregory maintains a network of associations that he regularly brings to bear on behalf of Access Partnership's clients.

Before becoming Director of Access Partnership, Gregory served as Director for U.S. Government Affairs and Manager for Regulatory Affairs at ICO Global Communications. Gregory was responsible for developing service licensing mechanisms in a variety of multilateral fora as well as for securing regulatory approvals in the Middle East and Africa.

Prior to joining ICO, Gregory held several posts in the U.S. government. He served on delegations to the World Trade Organization (WTO), the International Telecommunication Union (ITU), the Organisation for Economic Co-operation and Development (OECD), and managed trade missions to individual countries. In 1995, Gregory was appointed chief-of-staff to the U.S. Ambassador to the World Radiocommunication Conference (WRC).

Before joining the government Gregory consulted for Neill and Company and for the Foreign Policy Institute in Washington, D.C. During that time he was editor and ghost writer of manuscripts on international economics. He received a Master of the Arts degree from the Paul H. Nitze School of Advanced International Studies (SAIS), and a Bachelor of the Arts degree from the Johns Hopkins University, from which he graduated with distinction. He speaks Fluent English and French, and is based in Access Partnership's London office.
