Gaining access to commercial spectrum for your government network, be it for a civilian or military application, is rarely simple. There is often no established process for assigning such spectrum and unique rules, processes and instruments must be applied to gain Host Nation Approval (HNA).

Obstacles we have overcome include: licences obtained during a coup, waivers of requirement to have a local partner, and suspension of complex and prohibitive national regulations on an indefinite basis.
