Luca works to uncover, monitor and influence decision making processes that impact the ICT sector at the global level. In order to best inform and advise Access Partnership clients, he regularly engages with decision makers in Europe, the Middle East, Africa and Latin America. His fields of expertise are spectrum policy, taxation, data protection, intellectual property law and legal and institutional theory.
Luca has experience working for private firms and public bodies, as well as for non-profit organisations both in his home country and in the UK. He obtained an MA in Legal and Political Theory at University College, London, specialising in normative analysis of supranational financial regulatory frameworks. Prior to that, he was awarded a BA in Literary and Philosophical Studies by Università degli Studi, Milan.Back to people directory
